I.Introduction to CQUPT

Chongqing University of Posts and Telecommunications (CQUPT) is one of the key national universities of post and telecommunications, a high-level teaching and research university with distinctive features and advantages, and with significant influence in the field of information and communications, jointly built by the Ministry of Industry and Information Technology and Chongqing Municipality. There are more than 27,000 students enrolled in the university, including more than 5,000 postgraduate students. The university has more than 2,100 teaching staff, including more than 850 with senior titles, more than 900 doctoral supervisors and master’s supervisors. The university has 3 “double first-class disciplines and 16 key disciplines in Chongqing, 2 post-doctoral research stations, 7 post-doctoral research centers, 2 doctoral degrees and 18 master’s degrees in first-class disciplines, and the authorized qualification by the Ministry of Education of recommending undergraduates to be exempted from taking postgraduate studies. The university’s engineering and computer science disciplines are ranked in the top 1% of the global ESI.

CQUPT is a national advanced collective of information industry science and technology innovation and a national high-tech industrialization demonstration project base and is known as the “Birthplace of Chinese Digital Communication”. CQUPT has built more than 60 laboratories, engineering research centers and humanities and social science bases, including the National Joint Engineering Research Center for Mobile Communication Terminal and Network Control, Chongqing Industrial Internet of Things Demonstration International Science and Technology Cooperation Base, Big Data Intelligent Computing Demonstration National International Science and Technology Cooperation Base, and China-Korea Industrial Internet of Things "the Belt and Road" Joint Laboratory. The university has won the National Science Congress Award, the National Technology Invention Award, the National Science and Technology Progress Award, and the Top 10 Scientific and Technology Advances in Chinese Universities；The university has undertaken major national science and technology programs, the Natural Science Foundation of China, as well as national and provincial scientific research projects including key projects of the National Social Science Foundation, and its main sci-tech work indicators rank the top 100 universities in China.

II.RFIS -NSFC

（外国学者研究项目I,II,III）

The ResearchFund for International Scientistsof National Natural Science Foundation of China

Aiming at providing more research opportunities for and contributing to the career development of researchers at different academic stages, theResearch Fund for International Scientists(hereinafter referred to as theRFIS) is set up by the National Natural Science Foundation of China (NSFC) to support international scientists with foreign citizenship who are ready to conduct basic research in China’s mainland. The RFIS is open to all research areas within the NSFC’s funding scope, which include mathematics and physics, chemistry, life sciences, earth sciences, engineering and material sciences, information sciences, management sciences, health sciences, and interdisciplinary sciences. The RFIS will also enhance the long-term, sustainable academic collaboration and exchange between Chinese and international scientists.

1.Types of Grant

TheRFISconsists of three sub-types:

1.1 TheResearch Fund for International Young Scientists(RFIS-I)

1.2 TheResearch Fund for International Excellent Young Scientists(RFIS-II)

1.3 TheResearch Fund for International Senior Scientists(RFIS-III)

2.Project Duration

Projects are expected to start on January 1, 2023and close on December 31, 2023or on December 31, 2024.

3.Supports

3.1 NSFC research support

FortheRFIS-I, applicants can apply for up to 200,000 RMB per year(per project).

FortheRFIS-II, applicants can apply for up to 400,000 RMB per year(per project).

FortheRFIS-III, applicants can apply for up to 800,000 RMB per year(per project).

All the fundingis direct cost.

3.2 University Supports

(1) Annual basic salary of RMB 150,000, 200,000 and 250,000 (before tax) for RFIS-I, -II and -III applicants, respectively.

(2) Annual academic stipend of RMB 100,000, 150,000 and 350,000 (before tax) for RFIS-I, -II and -III applicants, respectively.

(3)High-level achievementsawards without limit.

(4)Talent subsidies, sci-tech research start-up funds, settlement subsidy.

(5)Recommended for national and Chongqing talents programs.

(6) Apartment of 80-160 m2is provided.

(7) School-age children admitted to CQUPT affiliated primary and secondary schools.

(8)Social insurance or commercial medical insurance.

(9)Supervisor qualification for postgraduates, PhD candidates and post-docs.

(10) RFIS-I, -II and -III applicants who pass communication review, but fail in final decision of the NSFC council, will be employed as Wenfeng Professors, Chuanyou and Guomai Scholars of CQUPT, respectively.

III.Eligibility

TheRFISis aimed at international scientistswho are ready to work at Chinese hostinstitutions. The host institution must be based in China’s mainland and have registered at NSFC.

Specific requirements for each sub-type oftheRFISare as follows:

1.RFIS-I

1.1 Doctoral degree obtained within the past 6 years (PhD must have been obtained after January 1, 2016).

1.2 Experience of conducting basic research or postdoctoral research.

1.3Commitment of working for no less than 9 months each year(calendaryear) at the host institution during the implementation of the project.

1.4Compliance with Chinese laws and NSFC’s relevant rules and regulations while conducting research in China.

2.RFIS-II

2.1Doctoral degree completed within the past 15 year (PhD must have been obtained after January 1, 2007).

2.2Senior academic title.

2.3Experience of conducting basic research projects as Principal Investigator (PI).

2.4Commitment of working for no less than 9 months each year (calendaryear)at the host institution during the implementation of the project.

2.5Compliance with Chinese laws and NSFC’s relevant rules and regulations while conducting research in China.

3.RFIS-III

3.1Senior academic title.

3.2Outstanding academic achievements and significant international influence.

3.3Commitment of working for no less than 9 months per year(calendaryear) at the host institution during the implementation of the project.

3.4Compliance with Chinese laws and NSFC’s relevant rules and regulations while conducting research in China.

IV.AdditionalRequirementsfor Eligibility

1.The applicantwhohas (had)a RFIS project will not be granted in the samesub-typeofRFIS.The applicant can only be granted for each sub type of the RFIS once.

2.An applicant shall only apply for oneRFISin a year.

3.The granteeof an on-goingRFIS project shall not apply foranew RFIS project.

4.If the applicant has submitted an application for any of the sub-types of the RFIS, the application shall not apply for the following programs in the same year:

ØYoung Scientists Fund(YSF)

ØExcellent Young Scientists Fund (EYSF,including EYSF for scholars in Hong Kong and Macao)

Ø National Science Fund for Distinguished Young Scholars(NSFDYS)

ØScience Fund for Creative Research Groups(SFCRG)

5.An applicantshall not apply for the RFIS-Iif the applicant has beenthePIofanon-going or completedproject of theRFIS-II, theRFIS-III, the YSF,the EYSF, the NSFDYS and the SFCRG.

6.An applicant shall not apply for theRFIS-II ifthe applicant has beenthePIof an on-going or completed project of the RFIS-III,the EYSF, the NSFDYS and the SFCRG.

7.An applicant shall not apply for the Research Fund for International Senior Scientists (RFIS-III) ifthe applicant hasbeen thePIof an on-going or completed project ofthe NSFDYS and the SFCRG.

8.Other restrictions on theeligibilityof applicants in theNational Natural Science Fund Guide to Programs 2022.

V.ProposalSubmission

There are two stepstosubmit proposal:

Step 1: submissionby the applicants

Applicantsshould submit their proposalsonline via NSFC’sInternet-based Science Information System (https://isisn.nsfc.gov.cn/pmpweb/login)The call opensfrom March1to March20, 2022 (closes at16:00 Beijing time). Applicants should complete online application formin English or in Chinesefollowing this guidanceand outlines for the Fundin the application form, and submit theapplication formin PDF form online. No hard copies are required.(After approved,the signed and sealed page of the application formshould be attachedto one hard copy of theResearchPlan Report and submit it to NSFC together.)

Application path:

path1: submissionby the applicants

1.Log in to the NSFC’s Internet-based Science InformationSystem (https://isisn.nsfc.gov.cn/pmpweb/login), select "RFIS Application", use the role of "RFIS"andclick "Application and Acceptance" - "RFIS Application" in the menu bar to enter the application interface.

2. Click "New Proposal"to enter the page of Application(s) in Preparation. Thenselect the sciencedepartment of the applied project: "Application for Scientific Departments (A-H)" or "Application for Department of Interdisciplinary Sciences (T)"to enter the application page.

Please note that:

1.Thesciencedepartments include Department ofMathematicsandPhysics Sciences (A), Department of ChemistrySciences(B),Department of LifeSciences (C),Department of EarthSciences (D), Department ofEngineeringandMaterialSciences (E),Department ofInformationSciences (F),Department of ManagementSciences (M),Department of HealthSciences (H), andDepartment of InterdisciplinarySciences (T).

2. When selecting the application code, please select the secondary application code (4 digits); please refer to the "National Natural Science Fund Guide to Programs 2022" for the application code.

3. When filling in the application form, please accurately fill in the "research direction" and "key words".

4. For applicants of interdisciplinary science, please first select the division codes T01-T04, and then select at least two application codes from A-H according to the research content when filling in the application form.

5. The PIshall, in accordance with TheNational Natural Science Fund Guideto Programs 2022,TheRegulation on the Financial Management of NSFC-funded Projects(https://www.nsfc.gov.cn/publish/portal0/tab475/info81899.htm)andInstruction for Budget Table, carefully prepare the budget table based on the actual needs.

6. Applicant should also submit an e-copy oftheagreement signed by the applicant and the host institutionas a supplementary document of the application form.The agreement should include(but not be limited to)the following items:

6.1 The nationality and passport number of the applicant. Thenationality of the applicant shown on thecover of the applicationformmust be the same as that of the applicant in theagreement.

6.2The subsistence cost provided by the host institutionwhichcoversthe funding period.

6.3Specification ofthe working time of the applicant at the host institution during thefunding period.

6.4The agreement should be signed by the applicant and the legal representative of the host institutionand officially sealed bytheinstitution.

7. Before completing the online application form, all applicants should check that they comply with the eligibility requirements and ensure all necessary information is presented in the application. These requirements are strictly adhered to and applications without any of the necessary information mentioned in this guide will be rejected.

path2:submissionby the hostinstitution

The host institution shouldensure the applicationcomplies with the provisions of NSFC’s Regulations on Host Institutions Management.Itshould be responsible for the authenticity, completeness and compliance of the proposals and submit the application documents in time to NSFC:

1.Allproposals and supplementary documents should be submitted to NSFC before the deadline. Late applications will not be accepted.

2.The host institution should verify each item of the electronic application package viaNSFC’sInternet-based Science Information System.

3.The host institution should provide a list of all the applications when submitting theapplicationstotheNSFC’sInternet-basedScience Information System. Incomplete documents will not be accepted.

4.The host institutionsare required to uploadthe annualLetter of Commitment for Research Integrity of Host Institution for National Natural Science Fund Projects 2022 beforesubmitting the project application. (Please refer to the Notice on Application and Conclusion of National Natural Science FoundProjectsin 2022.)

二、项目介绍：国家自然科学基金

外国学者研究基金项目（海外）

旨在为研究人员提供更多的研究计划并促进他们的职业发展，国家自然科学基金委（NSFC）设立了外国专家研究基金项目（RFIS），支持自愿来华开展研究工作的外国优秀科研人员，在国家自然科学基金资助范围内开展研究工作，包括数学、物理学、化学、生命科学、地球科学、工程和材料学、信息科学、管理科学、健康科学以及跨学科科学，以促进外国学者与中国学者之间开展长期、稳定的学术合作与交流。

1. 项目类型

国家自然科学基金外国学者研究基金项目包括以下3个层次：

1. 外国青年学者研究基金项目

2. 外国优秀青年学者研究基金项目

3. 外国资深学者研究基金项目

2. 项目期限

一年期项目为2023年1月1日-2023年12月31日，两年期项目为2023年1月1日-2024年12月31日。

3. 支持政策

【国家资助】

（1）外国青年学者研究基金项目，20万元/年/项。

（2）外国优秀青年学者研究基金项目，40万元/年/项。

（3）外国资深学者研究基金项目，80万元/年/项。

【学校待遇】

入选人员可享受如下待遇：

（1）三个子项目“青年学者”、“优秀学者”和“资深学者”聘期年薪分别为15万元（人民币税前，下同）、20万元和25万元；

三、申报条件

【外国青年学者研究基金项目】

（1）取得博士学位6年以内（2016年1月1日后）；

（2）具有从事基础研究或者博士后研究工作经历；

（3）保证资助期内每年在依托单位从事研究工作的时间在9个月以上；

（4）确保在中国工作期间遵守中国法律法规及自然科学基金的各项管理规定。

【外国优秀青年学者研究基金项目】

（1）取得博士学位15年以内（2007年1月1日后）；

（2）具有高级专业技术职称（职务）；

（3）具有作为项目负责人承担基础研究课题的经历；

（4）保证资助期内每年在依托单位从事研究工作的时间在9个月以上；

（5）确保在中国工作期间遵守中国法律法规及自然科学基金的各项管理规定。

【外国资深学者研究基金项目】

（1）具有高级专业技术职称（职务）；

（2）应当具有较高的学术造诣和国际影响力；

（3）保证资助期内每年在依托单位从事研究工作的时间在9个月以上；

（4）确保在中国工作期间遵守中国法律法规及自然科学基金的各项管理规定。

四、限项规定

申请人申请时须遵循以下限项规定：

（1）外国专家研究基金项目中同层次字项目仅能获得1次资助。

（2）一年内只能申请一次外国专家研究基金项目。

（3）外国专家研究基金项目申请人，同年申请或者正在承担合计限1项。

（4）申请当年不得作为申请人申请青年科学基金项目、优秀青年科学基金项目[包括优秀青年科学基金项目（港澳）、优秀青年科学基金项目（海外）]、国家杰出青年科学基金项目、创新研究群体项目。

（5）以下人员不得申请外国青年学者研究基金项目：作为项目负责人获得过外国优秀青年学者研究基金项目、外国资深学者研究基金项目、青年科学基金项目、优秀青年科学基金项目[包括优秀青年科学基金项目（港澳）、优秀青年科学基金项目（海外）、国家杰出青年科学基金项目、创新研究群体项目资助的。

（6）以下人员不得申请外国优秀青年学者研究基金项目：作为项目负责人获得过外国资深学者研究基金项目、优秀青年科学基金项目[包括优秀青年科学基金项目（港澳）、优秀青年科学基金项目（海外）、国家杰出青年科学基金项目、创新研究群体项目资助的。

（7）以下人员不得申请外国资深学者研究基金项目：作为项目负责人获得过国家杰出青年科学基金项目、创新研究群体项目资助的。

（8）《国家自然科学基金项目指南2022》中对申报的其他限项。

五、申请流程

方式一：申请人提交

申请人通过国家自然科学基金委的科学信息系统

（https://isisn.nsfc.gov.cn/pmpweb/login）在线提交。征集时间为2022年3月1日至3月20日（截止时间为北京时间16:00）。申请人应按照基金项目指南和大纲，用英文或中文在线填写，并在线提交PDF格式的申请表。不需要纸质材料。(申请通过后，请将签字盖章的申请书和研究计划报告纸质材料，一起提交给国家自然科学基金委。)

申请途径：

1. 登录国家自然科学基金委的科学信息系统（https://isisn.nsfc.gov.cn/pmpweb/login），选择 "RFIS申请"，点击菜单栏中的 "申请与受理"--"RFIS申请"，进入申请界面。

2.点击 "新申请"，进入 "准备申请 "页面。然后选择申请项目的学科代码（A-H）或跨学科申请代码（T），进入申请页面。

注意事项：

1. 学科包括数学和物理科学系（A）、化学科学系（B）、生命科学系（C）、地球科学系（D）、工程和材料科学系（E）、信息科学系（F）、管理科学系（M）、健康科学系（H）和跨学科科学系（T）。

2. 选择申请代码时，请选择二级申请代码（4位）；申请代码请参考《国家自然科学基金项目指南2022》。

3. 填写申请表时，请准确填写 "研究方向 "和 "关键词"。

4. 选择跨学科申请时，请先选择T01-T04的分部代码，然后根据研究内容从A-H中选择至少两个申请代码。

5. 课题负责人应根据《国家自然科学基金项目指南2022》、《国家自然科学基金资助项目财务管理规定》（https://www.nsfc.gov.cn/publish/portal0/tab475/info81899.htm）和《预算表说明》，根据实际需要认真编制预算表。

6. 申请人还应该提交一份与依托单位签订的协议的电子版，作为申请表的补充文件。该协议应包括（但不限于）以下项目：

（1）申请人的国籍和护照号码。申请表里申请人的国籍必须与协议中申请人的国籍一致。

（2）依托单位提供申请人项目实施期间的生活待遇和必需的工作条件。

（3）明确申请人在资助期间在依托单位的工作时间。

（4）协议需要申请人本人签名，依托单位的法定代表人签名并加盖公章。

7.在线提交申请表之前，申请人应检查自己是否符合资格要求，并确保在申请中提交了所有必要的信息。不符合项目指南和项目要求的项目申请不予受理。

方式二：依托单位提交

依托单位应确保申请符合国家自然科学基金委关于依托单位管理条例的规定。依托单位应对申请材料的真实性、完整性和合规性负责，并及时向基金委提交申请材料。

1. 申请书和附件材料应在截止日期前提交给基金委。超期的申请不予受理。

2. 依托单位应通过基金委科学信息系统对电子申请材料的每一项内容进行核实。

3. 依托单位在向基金委科学信息系统提交申请时，应提供申请材料清单。不完整的文件将不予受理。

4. 依托单位在提交申请之前，需上传《2022年度国家自然科学基金项目依托单位科研诚信承诺书》(请参照《关于2022年国家自然科学基金项目申请和结题的通知》）。
