背景介绍：新冠肺炎疫情的蔓延给世界各国人民的生命安全和身体健康带来严重威胁。病毒的肆虐需要中美两国合作面对，共同克服眼前的困难。在此背景下，美国美中关系全国委员会和北京大学国家发展研究院邀请中国和美国的顶级专家开启中美健康二轨对话特别公共活动，对公共健康改革、隔离政策与医疗卫生供给等方面的问题进行深入的探讨。

COVID-19 has brought unprecedented health threat to people around world. The rapid spread of COVID-19 calls for the cooperation between China and United States to tackle common threats. In this context, a virtual program with experts from China and U.S. was held by National Committee on United States-China Relations and the National School of Development at Peking University to discuss the topics of public health reforms, containment strategies, and healthcare delivery, and further reforms.

中国科学院院士、中国疾病预防控制中心主任高福先生介绍了中国在面对新冠疫情时所作出的努力。强调中美两国政府需要加强合作，共同抗击疫情。

The Chinese government has adopted a wide range of policy measures to prevent and control COVID-19. Prof. Gao has elaborated the major measures against COVID-19 after the outbreak. As the COVID-19 pandemic rages throughout the world, China and United States should cooperate to fight against the pandemic.

目前，中国已经做出了许多努力来控制疫情。具体来说，在早先阶段首先是控制疫情的四条路线，即从湖北武汉、北京、湖北附近地区和中国各省按照优先序对疫情进行控制，其中湖北武汉是控制疫情的核心地带，第二优先是北京地区，采取了一系列措施来防控外地进京的感染人员，第三优先是湖北附近地区，目标是防止疫情的扩散，最后是各省疫情防控；其次是对各地方疫情风险等级进行划分，从低风险到高风险分为四个等级；最后是做到“早发现，早报告，早隔离和早治疗”。这些是中国在疫情防控中所作出的努力。同时，还使用了非药物干预的方法（社交距离等）。通过以上一系列措施，中国的疫情已经得到有效的控制。

The Chinese government has implemented a package of measures to prevent and control the spread of the virus. In the early stages, the first is that we have built four lines to defend COVID-19 in Hubei province, its capital city of Wuhan, Beijing and other provinces of China based on the severity level. Second, we take county-by-county risk assessments and categorized into “Four Risk Levels”. Third, we implemented “Four Earlies” all through the country. Meanwhile, we advocated and carried out the non-pharmaceutical interventions such as social distancing. It is likely that the outbreak can be contained through intensified efforts in the early stage, but coordinated prevention and control efforts nationwide are necessary. China has acted swiftly and effectively contained the COVID-19 outbreak.

当然，中国模式并不完全适用于所有国家，任何国家都不能完全复制别国的防控办法。我们将北京对疫情的响应机制应用到大连和乌鲁木齐，正在尝试这样的模式是否可以复制到其他地区且同样有效。

Measures to combat the COVID-19 outbreak in China are not completely and directly applicable to other countries. Other countries have to adjust their ways based on their own situation. We are employing the proactive and flexible ways proved to be effective in Beijing to Dalian and Urumqi to contain the novel coronavirus.

疫苗和药物在控制和治疗感染方面具有重要作用，中国目前已经有6个以上公司在做疫苗研发的工作。现在的问题是我们需要使所有人都能够得到疫苗的接种，特别需要考虑贫困地区的人，因为他们可能没有经济能力去支付疫苗的费用，这就涉及到如何获取一些资金支持来提高疫苗接种率。作为中国国家疾控中心主任，高福院士已经注射了一种实验型新冠病毒疫苗，希望通过这样的方式能够鼓励公众在疫苗上市后接种疫苗。

Vaccine and drug play important roles in the infection control and treatment of the COVID-19. More than six companies have been conducting research and development of vaccines for the novel coronavirus. Once the vaccine comes out to the public, we have to make it available to all population, especially people in poverty who may not afford the costs of vaccine . As the director general of the Chinese Center for Disease Control and Prevention (CDC), Gao Fu has taken a shot for a potential coronavirus vaccine in a clinical trial to try to boost public confidence in vaccination once the coronavirus vaccine hits the market.
